The Articles of the Constitution

1. LEGISLATION
1. All legislative powers to befall on the people of Raevendrecht are hereby vested in the Estates General.


2. DUTIES OF THE ESTATES GENERAL
2.1 The Estates General will have the power to elect a Grand Pensionary, which befall executive powers hereby vested.
2.2 The Estates General will have power to impeach the Grand Pensionary in the event that he or she goes against any of the laws presented in this constitution or the rights of Citizens determined in the Bill of Rights.
2.3 The Estates General shall consist of all eligible citizens of ten and five years or older, be they male or female or belonging to every race.


3. RIGHTS AND DUTIES OF THE GRAND PENSIONARY
3.1 The Grand Pensionary serves a term of two years in office (96 IRL Days), before another election is held.
3.2 The Grand Pensionary is responsible for presenting a cabinet. Who serve an equal term. All Regents in the Grand Pensionary’s Cabinet will have to be elected by the Estates General to be instated.
3.3 The Grand Pensionary or het Cabinet can propose laws, regulations and edicts towards the Estates General.
3.4 The Grand Pensionary presents a tax plan whenever he or she is elected.

3.5 Every bill voted upon by the Estates General, not presented by the Grand Pensionary shall. Upon being voted upon reach the Grand Pensionary’s office and needs to be signed. If the Grand Pensionary refuses to sign a bill during his or her term presented by the Estates General, the bill will be returned to the Estates General to require a two-third majority to be ratified.


4. RIGHTS AND DUTIESOF THE STADTHOLDER
4.1 The Stadtholder is part of the judicial and executive branch of the state as protector of the Republic, the Stadtholder has the right to vote in the Estates General in the event of a tie and is honorary Chair of the House.
4.2 The Stadtholder’s serves for life, and puts forward his or her successor.
4.3 It is the Stadtholder’s responsibility to to provide and maintain an army capable or protecting the Republic. Acting as protector of the Realm he is responsible for the defense of Raevendrecht.
4.4 The Estates General will vote to ratify the successor of the Stadtholder.



5. ELECTIONS IN THE ESTATES GENERAL
5.1 The Stadtholder in accordance with the Estates General is responsible for the timing and manner of holding elections for the executive branch of government.


6. QUORUM OF THE ESTATES GENERAL
6.1 For the Estates General to function a quorum of four citizens with the right to vote is required


7. SPEECH IN THE ESTATES GENERAL
7.1 All Citizens are to speak freely in the Estates General and can not be detained unless breaking the Articles of Order overseen by the Chair of the House or when the citizen is condemned of treason.


10. RIGHTS OF THE ESTATES GENERAL
10.1 The Estates General shall have the power to determine a tax policy proposed by the Grand Pensionary.
10.2 To regulate and engage in commerce with other nations of Eden.
10.3 To regulate money and the valuta.
10.4 To call upon immediate taxation in the event of bankruptcy.
10.5 To grant and request loans from other nations.
10.6 To provide and determine punishment to those who wish to interfere with the Nation’s Bank
10.7 To provide and determine punishment to those that violate the law.
10.8 To constitute tribunals to those that betray the nation.
10.9 To declare war, hand letters of marque or establish rules in occupied territory.
10.10 To provide a calling for the mobilisation of all militias in the nation.
