The following is a constitutional treaty set out to define and clarify the formation of the Ia'cilmeri, leader of the Corithiel Dominion. This new leader has been formed in the interest of the Khari'cerr and Aeri'cill to find balance in leading the Dominion into a brighter age. The new government structure of the Corithiel Dominion will be included.

Article I: The Ia'cilmeri

The Ia'cilmeri is an individual elected by the Aeri'cill and Khari'cerr to act as a leader who exemplifies the qualities of the elven nation. The purview of their rule includes:
  • The policy direction of the Dominion.
  • Handling of international affairs.
  • Commanding the military.
  • Handling punishments of extreme nature.
  • Settling disputes between the monarchs of both Mitrona and Luminion.
  • Ensuring their rule does not stray from the Dominion's interest.
The division of rule is as follows: the Ia'cilmeri presides over all, and they have the final say on the issue in all cases within the Corithiel Dominion. Beneath them, the Aeri'cill and Khari'cerr are charged with ensuring the upkeep of their territories; this includes anything from military training, tax, handling of minor crimes within their cities, offering up individuals to the Council, and hosting events with the aid of the Corithien Dominion when required. Next, the head of the Corithien military, the Lla'viltir, is charged with organizing and disciplining all militaristic factions under the Dominion's rule. They obey orders from the Aeri'cill and Khari'cerr; however, in matters of uncertainty, they may seek the Ia'cilmeri for the final say—finally, the active military and Tericyees of Mitrona and Luminions prospective territories. Neither is immediately beholden to the other; however, provided a crime is committed, the military can arrest an individual of the Tericyees or Council to hold them accountable. Similarly, Tericyees may command the military within their given city, and may lead when no higher authority is present.

Article II: Enforcement

Provided the Aeri'cill and Khari'cerr cannot agree, their vote falls to the Corithien Council to ensure an Ia'cilmeri is present to balance the nation. When an Ia'cilmeri leaves their position or unfortunately passes away, the Corithien Council must gather prospective candidates to take the Ia'cilmeri position. Those who have served or are serving as Khari'cerr and the Aeri'cill may not be selected for the Ia'cilmeri position.

Article III: Dispute Resolutions

Provided the Ia'cilmeri fails in their duties to ensure balance in the Council or proves unable to lead Corithiel properly. The Council can elect to oust them with a majority vote of (3:1). When the Ia'cilmeri is incapacitated, or the Council awaits the election of a new individual to take the position, the Khari'cerr and Aeri'cill return to working together until a new Ia'cilmeri is elected.

Article IV: Future Amendments

Provided this treaty lacks consideration of possible events or the organization of the new governance worsens the conditions of Corithiel's Dominion, this treaty may be amended with additions that the entire Corithien Council votes on after being proposed by either the Aeri'cill, Khari'cerr, or Ia'cilmeri themselves.
