We, as the Guardians of Luminion, are pleased to share the following invention with you:

The Citizen Council is a council founded in 1524 by Pricecilus Fynenar Aey'flir and Diplomat Andrathath Valya'mors. Together they wanted to find a way to give the citizens a say in the figurative organization of the state. On Harvestday the second, at Highbloom in 1524, the contracts related to turnout were signed by both.

The Citizen Council consists of council members, and 3 chairmen. The chairman function is shared by Fynenar Aey'flir, Andrathath Valya'mors, and an elected citizen.

A chairman is a person who is entitled to 1 veto per meeting. The chairman is an important person and can be seen as someone with power. This person is the voice of the people and will therefore be a point of contact. The chairman has the important task of collecting and presenting all ideas, findings or other things during the meeting.

At the end of each meeting a new chairman is voted upon. This chairman will then assume the role for a period of time. This specified period begins just after the election through the end of the next meeting. Afterwards, this title will be removed and this person will again be considered equal to the rest of the Citizen Council.

In principle everyone can become part of the Citizen Council. However, there are some conditions attached. The Council in their best form consist of an odd number. When this isn’t the case and the vote happens to end in a tie, one of the casted votes will be randomly chosen and revoked. To become a member of the Council, you must live in The Enlightened Kingdom of Luminion. You must not have a criminal background or a backlog of taxes. To actually apply, you must submit a formal application to one of the chairmen. Afterwards, you will be screened by the state and receive an answer as soon as possible.

The meetings work very simply, everyone takes their seats in the lowest chairs. The ritual always begins with a welcome greeting from the two permanent chairmen. Afterwards, the Pricecilus will declare the meeting "begun". Meanwhile, the second chairman will hand out so-called "votes". Everything that is said afterwards is not seen as a joke or irony and must remain within the four walls to ensure free speech for all. After the opening, the other permanent chairman will give the word to the person to whom it is intended. After a member proposes his subject, the Citizen Council will decide whether they discuss and vote about it or not. If they do not deem it worthy to discuss a subject, nothing will happen and they will move on to the next subject. If they do find it worthy, the idea will be explained by the citizen who came up with it, this idea will then be put up for discussion. When everyone has finished talking, a vote will be taken. The voting is done via a ballot box that is placed in the middle of the room. Anyone may then go to the front and put a vote in the ballot box. There are 2 types of votes, the "Ti" and the "Ne". Afterwards, these are counted by Pricecilus Fynenar and kept by the second chairman. This continues until the end. At the end of the meeting the second chairman goes through all the passed speeches combined with the results. The results are also posted after the meeting. The results will be taken to the Royal Council to be discussed further by the Therri’cill and other nobles. At the very end the Pricecilus closes the meeting and everyone may leave the room.

We, as Pricecilus and second chair, invite you to an open session. In this open session, the first chairman-elect will then also be elected.

a smile would form on the Pricecilus face as he looked at his city and the citizens around him "This will be a good step towards a brighter future, certainly now our nothern realm is in the might of a rotting pesticide" he walked on towards the council room that was under construction atop the mountain in the throneroom
