To the Herzogen and members of Imperial Council of the Hadrian Empire.
Under the authority of a royal decree, the Kaiser has requested the Heads of all provinces to immediately re-arm their forces and return a missive to the Imperial Council and His Majesty containing a comprehensive report listing the able-bodied residents and soldiers in their respective provinces, as well as the quantities of armor, weapons, shields, arrows, mounts, and any similar items in their possession.
This decree aims to ensure the safety and readiness of the provinces and Capital in the face of potential danger by keeping a record of available heads and resources in the unlikely case that the Hadrian Empire later requires their assistance if an emergency arises; thus, we remain vigilant at all times. Any failure or refusal to comply will result in severe consequences. As such, those who defy this decree will be deemed traitors and that cowardice will have to answer to the Kaiser himself.
