A Treaty of Amity & Commerce between His Imperial Majesty the Attian Emperor & His Royal Highness the High King Under the Mountain

Preamble:
His Imperial Majesty the Attian Emperor and His Royal Highness the High King Under the Mountain desire to establish relations of long lasting peace and cooperation to secure the best interest of their respective citizens and subjects.

In this regard, His Royal Highness has nominated and appointed as his plenipotentiary, the Lord Protector Skalar Brísingavaldr to negotiate on behalf of the Denur of the Iron Orhim. As has His Imperial Majesty designated and constituted as his plenipotentiary, Lady of the North Celestine Tzyrnowski-Brickenden, Queen of the state of Ràdymie to negotiate on behalf of the Attians of the Hadrian Empire. After having communicated to each other their respective full powers, and found them to be in satisfactory and due form, have agreed upon after much deliberation, and concluded, resolved, and signed the following articles.

Article I:
There shall henceforth be perpetual peace, sincere friendship, and unbridled reciprocity between the Attian Emperor, his heirs, successors, citizens, and subjects on one part, and the High King under the Mountain, his heirs, successors, citizens, and subjects on the other, without exception of person or place.

Should it be deemed necessary, the Attian Emperor may appoint an ambassador to reside at the court of Dar-Ach Denur, correspondingly the High King Under the Mountain may appoint an ambassador to reside at the court of Adelsburg. These respective ambassadors shall have the right to travel freely in any part of the Hadrian Empire and Iron Orhim, from the time they enter on the discharge of their official duties.

Article II:
In their relations with one another, the Hadrian Empire and Iron Orhim shall be guided by the following fundamental principles:
  1. Mutual respect for the independence, sovereignty, and territorial integrity of each nation.
  2. The right of each nation to lead its national existence free from external interference, subversion or coercion.
  3. Non-interference in the internal affairs of one another.
  4. Settlement of differences or disputes by peaceful means.
  5. Effective cooperation and friendship between themselves.

Article III:
If either nation shall enter into war with a third power, the other respective nation shall not take commission from this third power, nor shall they fight under their banners. Should either respective nation become the victim of belligerent action by a third power, the other nation shall remain neutral and in no manner lend its support to this third power.

Each nation shall endeavour, by any means necessary, to defend or render aid to all merchant vessels, caravans and other effects belonging to the subjects of either nation within the extent of their jurisdiction, by land or sea. They shall use all their efforts to recover and restore their vessels and effects should they be taken from them within their jurisdiction by pirates or brigands.

Article IV:
The citizens and subjects of the Attian Emperor shall pay in the ports, gatehouses, and markets of the settlements of the Iron Orhim no greater duties and tariffs than those which the Most Favoured Nation are obliged to pay, and they shall enjoy all the rights, privileges, and exemptions in trade and commerce which said Most Favoured Nation do or shall enjoy, submitting themselves, nevertheless to the laws of the Iron Orhim thereby established.

Consequently, the citizens and subjects of the High King Under the Mountain shall pay in the ports, gatehouses, and markets of the settlements of the Hadrian Empire no greater duties and tariffs than those which the Most Favoured Nation are obliged to pay, and they shall enjoy all the rights, privileges, and exemptions in trade and commerce which the said Favoured Nation do or shall enjoy, submitting themselves, nevertheless to the laws of the Hadrian Empire thereby established.

Article V:
In accordance with the desire to increase cooperation between the Iron Orhim and Hadrian Empire, when requested, Denur Ironguards will apprehend all deserters and fugitives of justice at the behest of the Attian Emperor. Correspondingly when requested, Imperial Guards will apprehend all deserters and fugitives of justice at the behest of the High King Under the Mountain. The request for extradition shall be made through diplomatic channels and shall be granted for attempts to commit, conspiracy to commit, or being a party to any capital offence.

Ratification:
The act of ratification on the part of Hadrian Empire, shall be verified by the name and seal of His Imperial Majesty the Attian Emperor, and by the seals and signatures of such of his high officers, as he may direct.

The act of ratification on the part of Iron Orhim, shall be verified by the name and seal of His Royal Highness the High King Under the Mountain, and by the seals and signatures of such of his high officers, as he may direct.

In witness whereof, the above named plenipotentiaries have hereunto set their hands and seals at the great hold of Dar-Ach Denur, in the year of 1524 of the eleventh day of Highbloom.
