After incidents involving foreign militants in official standard of their nations; in an effort to prevent further disruptions of the peace and preserve peaceful relations by eliminating situations unbecoming or misinterpreted; the Hadrian Crown formally declares that no foreign militants shall be permitted to travel through Hadrian territory in their national standards of any kind unless on official business, requiring proof of said business. In addition, the Hadrian Council and Crown must be informed of, and subsequently approve, the relevant business; at which point the foreign representatives may proceed through Hadrian territory in uniform until, and only until, the completion of the relevant and approved business matters.

Any foreign militants discovered in violation of this declaration shall be detained on sight; if in cases of other criminal offenses applicable, processed under Hadrian law; and immediately returned from Hadrian borders to their respective nation.
