To the people of Raevendrecht, I write this letter to you all today not as an adversary, and not as a rival. I write this letter today while carrying the hopes of a nation, the hope, and dream, of a united west. For centuries the Attians and Hinterlanders have lived in harmony, with many Hinterlanders still residing within the Empire to this day. With the current war against the Lord of Bones raging, there is no greater cause for us to unite once more. History tells us of a troubled past between our two peoples, but these hardships created a strong bond that most in the Hadrian Empire still cherish. A recent meeting of the Hadrian Duma is proof of this sentiment, for a unanimous, democratic verdict was reached.

The Duma agreed to make the Vrystaet an offer, as well as to all people within it. The wish of the Empire is to once more be reunited with our human brothers and sisters, as it was before the civil war that split our country in half. The proto-republic of Raevendrecht, born from the ashes of Catamora, has run its course. What began as an attempt to offer the people their voice, failed thanks to corruption at the highest level during its last election. The republic has become more like a duchy, with noble titles and above all, an unelected leader. The Empire holds no ill will towards the Vrystaet or its citizens, nor have our people ever wanted bloodshed, and will always search for a diplomatic solution. We know many of you share this sentiment, even if it is actively being silenced.

Because of this, we will offer the Vrystaet to become the fifth province of the Hadrian Empire. All current citizens of the state will be allowed to run for election within the Hadrian Duma, and act as representatives as all other lawful citizens of the Empire. Your current Stadtholder would be exonerated of the crimes of his family and allowed a place within the Hadrian court. A united people and a united west, forged together not by the sword but through feather and ink, against the many threats of Eden.

We move forward together, or you stagnate alone.
